In August of 1861, issues arose in the ranks when the regiment was being mustered into service of the United States while at Camp near Sandy Hook, Maryland. A list of the men who refused to take the oath were made up and sent to the Governor’s office back in Harrisburg. The men who refused the oath were sent back home, and banned from entering the service again – although it is very likely that they probably did. Below is the list of men from the Penn Rifles who refused the oath on August 1, 1861.
